Job Responsibilities:
The Deputy Director – Specialist Services is responsible for providing direction and effective management of the Human Capital Specialist services division in support of the institution’s delivery of its strategic plan through carrying out the following responsibilities:
- Provide direction and effective management of the Human Capital Specialist services division in support of the Human Resources strategy;
- Define and implement institutional organisational development(OD) and learning and development (L&D) strategies, plans and policies which are aligned with and facilitate the delivery of the University’s strategy;
- Provide specialist expertise to the Director and the broader HR team in the development of institutional culture, performance management, leadership, employee engagement and all aspects of organisational change and development, succession planning, coaching, assessments, talent management, driving a high performance culture and teams development;
- Oversee and manage institutional succession planning, leadership and team development in the development process of the Human Resources department’s objectives and operational strategies in liaison with the Director;
- Lead and manage a team of Human Capital specialists and learning practitioners in the development and delivery of aligned programmes, including the provision of team and individual solutions across the institution aligned with the University’s strategic objectives;
- Ensure the provision of the best practice Human Capital specialist services and HR alignment to the University’s strategic objectives through defining policy and offering specialist human capital skills and knowledge to stakeholders in or Organisational Development, Talent
- Management, Retention, Recruitment and Selection, Performance Management, Learning and Development and Employment Equity Management.
- Support the HR Director in executing the HR strategy and achieve all Human Capital specialist service and budgetary targets;
- Collaborate with key stakeholders in providing guidance, expertise and direction with regards to transforming University of Pretoria into a more diverse workplace through the development of robust and pragmatic employment equity plans and effective monitoring systems;
- Monitor progress in attaining the UP transformation agenda in line with the Employment Equity legislation;
- Drive institution wide implementation of all talent management programmes, talent reviews, succession planning and career development in line with the UP talent agenda;
- Plan and manage changes in the division with regard to service delivery, innovation and structural adjustments and
Commission and oversee the research, development and design of sound and world class HR policies in line with the HR policy review plan; - Facilitate strategic planning for faculties and support departments; team building initiatives, conflict management and leadership and management development;
- Oversee the effective application and utilisation of psychometric assessments at the University;
- Oversee the effective execution of comprehensive HR processes and knowledge management;
- Assess, audit and ensure compliance of the Human Resources department to all statutory requirements, internal policies and procedures;
- Compile, submit for approval, monitor and manage the annual divisional operational budget;
- Represent or oversee representation of Specialist Services Division on all institutional policy making bodies or as delegated by HR Director.
Job Requirements:
- Honour’s degree in Industrial Psychology/Human Resources Management, OD or a related field;
- A minimum of 10 years’ experience with at least 5 years talent development experience in a management role within a variety of disciplines including OD, consulting, organisational design, training, leadership development, talent management, performance management and change management;
- Extensive expertise and experience in organisational design and development including change management;
- Experience in a range of talent management and succession interventions in global organisations;
- Extensive expertise and experience in designing and implementing leadership capability review and development initiatives, competency frameworks, performance management, career development, talent management and succession processes;
- Experience in providing both strategic and operational advice and support at a senior level;
- Possession of a valid driver’s licence;
- Advanced in-depth and demonstrable knowledge and competence in Human Capital specialist principles, theory and practices;
- In-depth and demonstrable knowledge and competence in HR principles, theory and practices;
- Advanced knowledge of HR policies and procedures;
- Advanced knowledge of various relevant legislations that guide Human Resources practices (BCEA, LRA, Skills Development Act, Employment Equity Act);
- Advanced understanding of talent sourcing and retention, Organisation Development, Talent Management, Performance Management, SLA
- Management, Relationship Management, Leadership Development, Project Management methodologies, Transformation practices, succession and workforce planning;
- Advanced strategic management and decision making skills;
- Advanced knowledge of best practice talent sourcing methods and strategies;
- Advanced change management skills;
- Advanced written and verbal communication skills;
- Highly developed negotiation, problem solving and conflict resolution skills;
- Assertiveness
- Sensitivity to and the ability to manage diversity both internally and externally;
- Advanced facilitation skills;
- Good track record of working at senior level within complex and professional businesses;
- Proven ability to plan, organise, prioritise and effectively manage multiple complex projects concurrently within a fast-paced environment
