Job Description:
Introduction: This is the lead/subject matter expert level position. Technical analysis on resource valuations, production cost modeling, leading and overseeing studies and analysis internally or with external consultants, report writing.
Purpose: To plan and perform technical, integrated studies that address operational, risk, financial and rate considerations of SMUD resource options and decisions to support development of optimum long-range generation expansion plans and identify specific projects satisfying future generation requirements to ensure SMUD an adequate, reliable and cost effective electric system.
Nature and Scope: This is the senior/subject matter expert level within the series. Incumbents work independently on projects of moderate complexity; exercise independent judgment and discretion; may serve in a Lead role and assist in planning, coordinating, prioritizing, monitoring and evaluating the work results in assigned area and in selecting, training, motivating, evaluating and developing lower-level personnel.
Job Responsibilities:
- Leads the support or operates production cost models for SMUD and the WECC region.
- Develops and maintains electricity demand and supply databases for SMUD’s system model and neighboring market hubs.
- Optimizes the long-term energy resources to meet expected electric system load.
- Supports development of long-term wholesale power, ancillary services, transmission service prices and availability forecasts.
- Directs technical support in electric utility energy, financial forecasting and analysis to other departments for their use in operations planning and power scheduling, contract negotiations, supply- and demand-side resource assessment, rate design, and financial planning.
- Performs economic and financial feasibility analysis to determine benefit/cost of resource alternatives including generation projects, wholesale electric market purchases/sales, or demand side programs; provides recommendations based on analysis.
- Guides in development of SMUD marginal energy, transmission, distribution and customer costs.
- Oversees the preparation of SMUD’s strategic integrated resource planning report as well as other regulatory related reports and filings.
- Reviews and oversees contract work performed by consultants on certain special projects.
- Prepares and delivers technical and verbal reports to staff, peers, management, and the general public.
Job Requirements:
- Education: BS/BA degree from an accredited college or university majoring in engineering, economics or related field or equivalent experience. If no degree then nine (9) years of experience is required.
- Experience: Five or more (5+) years of progressively responsible relevant work experience in electricity related fields such as production costs modeling, market price forecasting, and utility related financial and economic analysis.
- Knowledge Of: SMUD business strategies, planning and decision making processes; SMUD organization, accounting and finance practices; SMUD generation, power contracts, transmission, and distribution resources; current utility structure including lSO/PX procedures and applicable federal, state and local regulation; electricity power production, transmission and distribution operations; physical and contractual characteristics of WSCC regional transmission and generating systems; WSCC supply, operating and transmission planning criteria; economic, financial and business analytical techniques; SEC, CEC, WSCC and FERC reporting for purposes of acquiring utility financial and operating data for competitive analysis purposes; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.
- Skill To: Conceptualize and develop an organized analytic approach to provide the information necessary to support corporate policy and business strategies; estimate marginal costs for SMUD’s power, transmission, distribution and customer service components; perform production cost and financial forecasts with the aid of sophisticated computer programs; perform resource and financial evaluations; organize, write, edit and present analyses and information in both written and oral form; effectively manage complex projects and contracted consultant and assigned task force personnel; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.
