Job Description:
Reporting to the Executive Director, the Director leads and provides direction for the Pharmaceutical Policy, Ancillary Services and Eligibility, and Residential Charges Units regarding policy and program standards analysis, development, implementation, monitoring and evaluation. The Director identifies and manages resource requirements necessary to provide quality and cost effective programs and services in accordance with Treasury Board (TB) directives, the Prescription Drugs Cost Assistance Act and Regulations, the Pharmaceutical Act and Regulations, the Prosthetics and Orthotics Regulation of the Health Insurance Act, the Personal Care Services Insurance and Administration Regulation, and Departmental policy and guidelines.
The Director is responsible for employee recruitment, training, coaching, performance and attendance management within all three units. Budget monitoring, managing and reporting, as well as assisting in the preparation of submissions for annual expenditure estimates also fall under the Director’s accountability.
Job Requirements:
- Post secondary degree in a health services discipline (e.g.: Pharmacy, Nursing, etc.). Or a graduate degree in Business Administration or Public
- Administration with management level experience in health care administration. Other combinations of relevant education and experience may be considered.
- Supervisory experience with responsibility for planning, organizing, and directing the work of subordinate employees.
- Experience managing the development and / or review of program proposals, working papers and reference materials.
- Ability to work independently and to display initiative in pursuing new challenges and opportunities.
- Excellent written communication skills for preparing documents for executive decision-makers and various other audiences.
- Excellent political acumen for navigating sensitive and confidential issues with tact and discretion.
- Excellent analytical, problem solving and decision making skills to formulate recommendations to senior leaders.
- Highly developed interpersonal skills for building and maintaining positive working relationships and partnerships with diverse internal and external stakeholders.
- Strong verbal communication skills for effectively communicating with various levels of internal and external audiences.
- Excellent organizational skills for managing competing and rapidly-changing priorities with strict timelines.
- Experience preparing, managing and monitoring budgets.
