Job Description:
Health Systems Trust (HST) wishes to appoint five Nurse Clinicians as Facility Team Leaders to supervise implemented interventions at facility and community level in support of the South Africa Sustainable Response to HIV and AIDS (SA SURE) Plus Project. SA SURE aims to strengthen local capacity in the districts served by the project to provide sustainable HIV- and TB-related care and treatment. The positions are based in uMgungundlovu District, KwaZulu-Natal Province.
These incumbents will provide technical, mentorship and direct HIV and TB services to patients at Primary Health Care (PHC) clinics in compliance with the project’s HIV/AIDS and TB services and reporting requirements. They will also support community-based organisations (CBOs), Ward-based PHC Outreach Teams (WBPHCOTs) and all outreach services.
These are fixed-term contract positions, renewable subject to continuation of funding.
Job Responsibilities:
- Supervision and leadership of facility-based staff and Outreach Teams
- Support to Facility Managers in tracking performance against daily targets for HIV and TB case-finding, treatment linkage and retention in care
- Monitoring performance against targets and mentorship of HST direct service delivery (DsD) facility staff and Outreach Teams
- Support and monitoring of the implementation of patient-tracking and referral systems
- Ensuring adherence to standard operating procedures, guidelines and processes by supervising activities
- Supporting and assessing facility and Outreach Team staff to build capacity in and strengthen HIV and TB service delivery
- Organising outreach activities, and planning daily activities in the facility and in the community
- Assessing data and information for planning, mapping of outreach activities, supply-chain management, and decision-making
- Conducting baseline assessments (Independent Quality Control [IQC], Stepwise Process for Improving the Quality of HIV Rapid Testing [SPI-RT], viral load suppression, skills audits, e.g. Nurse-initiated Management of Antiretroviral Therapy [NIMART], Adult Primary Care [APC], TIER.Net audits, Ideal Clinic benchmarking, pharmacy assessment, Central Chronic Medicine Dispensing and Distribution [CCMDD], HIV Testing Services [HTS] missed opportunity audits, Site Improvement Monitoring System [SIMS], Adolescent- and Youth-friendly Services [AYFS], prevention of mother-to-child transmission [PMTCT] cascade) to develop quality improvement plans and implement corrective actions
- Conducting HTS in the facility and co-ordinating Outreach Teams’ HTS activities for hard-to-reach populations
- Conducting ART initiation in the facility and co-ordinating Outreach Teams’ Universal Test and Treat (UTT) activities in the community
- Supporting the training and mentoring programme in line with the project’s clinical strategy, and supporting the facility in analysis of their own performance data
- Strengthening links between the Community Health Workers and the facilities
Job Requirements:
- A diploma or degree in health or a related field, with three to five years’ experience in PHC and health information management
- Certificates in Adult Primary Care and NIMART
- A valid driver’s licence
- Clinical care: understanding of UTT and quality improvement processes and concepts, and HIV clinical management (NIMART) competency
- Work experience in provider-initiated HIV counselling and testing, including index case contact testing, is essential, and in HIV self-screening would be an advantage.
- Extensive knowledge of HIV prevention, treatment, care and support programmes
- Familiarity with the South African public health system, including national and provincial policies and management structures
- Five years’ experience in working with HIV and AIDS and TB within the South African public health system
- Experience in and knowledge of supervising and mentoring to provide support to staff working at the same facility
- Community development experience would be an advantage.
- Skills to build and maintain relationships with multiple stakeholders
- Previous work experience in NGOs or funded programmes will be an advantage.
- Computer literacy and proficiency in Microsoft Office (Excel, Word, PowerPoint, and Outlook) would be an advantage.
- A strong work ethic and ability to work in a pressurised environment
- Ability to work with minimal supervision and be deadline-driven.
