Job Description:

As Tree Officer you will be responsible for coordinating the implementation of the Gloucestershire Tree Strategy. You will oversee the planning, programming, delivery and monitoring of tree planting and green infrastructure projects across the county.

Job Responsibilities:

  • Work closely with partner organisations to implement and project manage the council’s involvement in tree planting schemes, from leading on submitting bids for internal and external sources of funding through to implementation and evaluating the impact of projects.
  • Act as the council’s key contact for landowners, community groups, individuals and other organisations to advise and signpost them on all aspects of the strategy and how they may become involved/support this work.
  • Negotiate, develop and manage contracts with landowners/tenants to gain land to plant new trees on, ensuring that contractual obligations are fulfilled so that trees establish successfully.
  • Develop and recommend procurement strategies for the required trees and associated stakes, guards etc. for implementing tree planting schemes across the county
  • Assist partner organisations and stakeholders with early feasibility, project planning and management principles in order to guide efficient service delivery; working closely with stakeholders and other council officers to develop initial project scope to meet County objectives.
  • Assist the Outcome Manager – Sustainability to develop, implement and monitor relevant policies and strategies which reflect the expectations of the council, in line with tree planting targets for council and wider community.
  • Prepare routine and bespoke written reports as required by senior management, programme and project boards, Corporate Leadership Team, the cabinet member, and external organisations/partners.
  • Take a leading officer role during the implementation of tree and other bio-sequestration projects as appropriate to ensure customer satisfaction and best value is achieved for these very high-profile projects.
  • Keep up to date with legislation and national guidance with regard to tree planting and its role in carbon capture, conservation, biodiversity and green infrastructural impacts.
  • Provide interpretation and give guidance and advice to other teams within the council and to other officers or organisations working in partnership with the council to develop projects.
  • Provide support to members of the Sustainability Team and other council officers in responding to Members, parish and district councillors’ questions and Freedom of Information (FoI) requests.

Job Requirements:

  • Experience in all aspects of creating and extending woodland.
  • Experience of working in partnership with third sector and commercial organisations.
  • Previous experience project managing large scale projects and contracts.
  • Experience of negotiating contracts in a commercial, third sector or public sector context.
  • Well developed Project Management skills including; planning, analysis, benchmarking and implementation skills.
  • The capability and influencing skills to resolve challenging situations, using independent interpretation to implement guidelines.
  • A thorough working knowledge of all aspects of tree planting and its place in responding to the climate change emergency.
  • Ability to review contractual performance and recommend outcomes accordingly.
  • A thorough working knowledge of contract arrangements including developing and monitoring performance indicators.
  • Understanding of methods for auditing works as well as developing and presenting professional audit reports.
  • The ability to plan, budget and programme tasks and work unsupervised and develop and implement new systems.
  • An understanding of the current pressures and direction of UK agriculture would be an advantage in negotiating with land owners, etc.
  • Educated to degree level or equivalent experience.
  • Good level of numeracy and literacy.
  • Professionally qualified in relevant subjects, for example woodland management, dendrology etc.
  • Experience of local authority governance processes.
  • An understanding of public sector procurement.
