Job Description:

Health Systems Trust wishes to appoint a District Co-ordinator for the South Africa Sustainable Response to HIV and AIDS (SA SURE) Plus Project to strengthen local capacity in the provision of sustainable HIV-related care and treatment in the uMgungundlovu District, KwaZulu-Natal. The incumbent will co-ordinate and manage project programming and activities in the district, providing strategic direction and operational support to the project team, as well as ensuring compliance with financial and reporting requirements. The District Co-ordinator will be responsible for initiating and implementing project-related activities and will contribute to other initiatives within the organisation, such as proposal-writing.

This is a fixed-term contract position, renewable subject to continuation of funding.

Job Responsibilities:

  • Build and maintain partnerships with all stakeholders, including provincial and district Departments of Health (DoH) staff, the District AIDS Council, non-governmental organisations (NGOs), community bodies and civil society groups
  • Build the capacity of health district DoH and NGO managers and technical staff
  • Lead the development, implementation and monitoring of workplans to ensure timeous achievement of the project deliverables, supporting the implementation of National DoH initiatives and strategies
  • Manage, supervise, mentor and coach the project’s district-based staff to ensure effective and efficient project implementation, performance monitoring and reporting
  • Apply sound project management, ensuring accurate record-keeping, risk management, timeous reporting and optimal use of all project resources
  • Facilitate alignment of all planning and project activities with the relevant PEPFAR and DoH policies, such as the Negotiated Service Delivery Agreement (NSDA) and the Partnership Framework
  • Manage the performance of individuals, facilities and sub-districts according to the agreed workplans and targets
  • Contribute to the development and implementation of good practices.

Job Requirements:

  • Diploma or degree in health or a related field; a clinical degree will be an advantage.
  • Project management and Monitoring and Evaluation (M&E) training will be an advantage.
  • At least three years’ management experience
  • Proven project management abilities, and experience in the design, administration, management and implementation of public health programmes, including supervision of staff and reporting
  • Experience in performance management of PEPFAR Sub-Recipient or partner organisations
  • Experience in working with the Department of Health
  • Previous work experience in NGOs or funded programmes will be an advantage.
  • Competencies and skills
  • Knowledge of health systems strengthening, TB and HIV programmes, monitoring and evaluation (M&E), public health sector policies and guidelines
  • Knowledge of the District Health System and key South African health policies and strategic documents
  • M&E skills, with knowledge of and experience with health information systems
  • Communication and interpersonal skills, and an excellent command of English (written and verbal)
  • Leadership and management skills
  • Contract management and project management skills
  • Computer literacy and proficiency in MS Office
  • Analytical and quality improvement skills with experience in the quality improvement approach
  • Presentation skills
  • A valid driver’s licence, and willingness and ability to travel extensively.
