Job Description:
Health Systems Trust (HST) wishes to appoint two Area Co-ordinators in uMgungundlovu District, KwaZulu-Natal Province to co-ordinate and manage the South Africa Sustainable Response to HIV and TB (SA SURE Plus) Project activities in the sub-districts. The project aims to strengthen local capacity for the provision of sustainable HIV- and TB-related care and treatment.
The incumbent will provide strategic direction and operational support to the project team and ensure compliance with the project’s financial and reporting requirements. She or he will also support community-based organisations (CBOs) in monitoring treatment adherence among patients registered in differentiated care, e.g. reporting on non-collection of medicine parcels at external Central Chronic Medicine Dispensing and Distribution (CCMDD) pick-up points.
This is a fixed-term contract position, renewable based on availability of funding.
Job Responsibilities:
- Provide technical assistance and mentorship to the district’s Department of Health (DoH) and Municipal project-supported facilities in one cluster
- Conduct site visits and perform assessments to evaluate progress achieved in implementation of project plans
- Lead the DoH/Municipal cluster’s Siyenza meetings and support Nerve Centres (at facility and cluster level)
- Monitor interactions between the sub-district team members to ensure synergy between work-streams
- Ensure that all project reports are completed and submitted in accordance with work-plans and funder contracts
- Understand and apply the HST and SA SURE strategy around implementation of quality improvement approaches to health care in the sub-district
- Participate in strategic meetings with work-stream leads and other stakeholders
- Develop an annual sub-district project plan aligned with the macro-plan for the project
- Identify topics for case studies and success stories, and support staff in developing these outputs
- Conduct facility profiles and staff skills audit
- Conduct performance reviews and Human Resources for Health planning for the cluster, including for Outreach Teams
- Work closely with contracted CBOs supporting the project’s adherence club programme
- Monitor, allocate resources to and authorise expenditure for staff within the cluster
- Submit weekly, monthly and quarterly reports.
Job Requirements:
- A diploma or degree in Nursing
- Nurse-initiated Management of Antiretroviral Therapy (NIMART) Certificate/HIV management qualification
- Integrated Management of Childhood Illness (IMCI) training
- Adult Primary Health Care /PC101 training
- Certified training in Project Management would be an added advantage.
- Health systems: Demonstrable knowledge of health system strengthening, including the World Health Organization building blocks
- Leadership and management: Relevant HIV management training, with experience in project management
- Clinical care: Understanding of quality improvement processes and concepts
- Monitoring and evaluation: A good understanding of the importance and role of health information systems in health system strengthening.
- 3-5 years Proven mentorship experience in HIV and TB programmes at facility, sub-district or district level
- At least 3-5 years management experience and proven project management abilities in the design, administration, management and implementation of public health programmes, including supervision of staff and reporting
- Previous work experience with public healthcare system
- Previous work experience in non-governmental organisations or donor-funded programmes would be an advantage.
- Extensive knowledge of HIV prevention, treatment, care and support programmes
- A good understanding of the South African public health system, including national and provincial health policies and management structures
- Skills to build and maintain relationships with multiple stakeholders
- Excellent facilitation skills
- Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook)
- Ability to work with minimal supervision and to be deadline-driven.
